Point-of-care testing (POCT) is a sensitive, specific and rapid form of testing for the presence of HIV antibodies. Post-exposure prophylaxis for HIV infection can reduce seroconversion rates by up to 80%. Needlestick injuries are the second commonest cause of occupational injury in the NHS and 20% of these occur during operations. In the NHS, in order to protect staff and patients from the risk of bloodborne viruses such as HIV, it is mandatory to report such injuries; however, numerous studies have (...) shown that many groups, particularly doctors, are reluctant to do so. This article outlines the arguments for and against the introduction of preoperatively seeking consent from patients to have their blood tested for HIV via POCT in order to improve the reporting rates of needlestick injuries incurred during surgery and to protect staff from infection. The United Nations Global Compact (UNGC) was created in 2000 to leverage UN prestige and induce corporations to embrace 10 principles incorporating values of environmental sustainability, protection of human rights, fair treatment of workers, and elimination of bribery and corruption. We review and analyze the GC’s activities and impact in enhancing corporate social responsibility since inception. First, we propose an analytical framework which allows us to assess the qualities of the UNGC and its principles in the context of external and (...) internal elements that influence code effectiveness and implementation. Second, we analyze UNGC performance in encouraging companies to become signatory members and bring about demonstrable change in corporate CSR-sustainability activities. In its 10-year report, UNGC has proclaimed growth in both membership and program activity. However, all credible and publicly available data and documentation conclusively demonstrate that the UNGC has failed to induce its signatory companies to enhance their CSR efforts and integrate the 10 principles in their policies and operations. The result has been a loss of public trust and support of UNGC from important constituencies among civil society organizations, and those individuals and groups adversely impacted by corporate activities and resultant negative externalities. This diminished credibility has also made UNGC largely dependent on the corporate sector for its very survival. We conclude that this dependence has in turn impaired and would continue to hinder UNGC’s ability to fulfill its mission. Such an outcome raises serious questions as to the viability, usefulness, and continued existence of UNGC. (shrink)

This volume is presented in honour of Heinz Post, who founded a distinc tive and distinguished school of philosophy of science at Chelsea College, University of London. The 'Chelsea tradition' in philosophy of science takes the content of science seriously, as exemplified by the papers presented here. The unifying theme of this work is that of 'Correspondence, Invariance and Heuristics', after the title of a classic and seminal paper by Heinz Post, published in 1971, which is reproduced in this volume (...) with the kind permission of the editors and publishers of Studies in History and Philosophy of Science. Described by Paul Feyerabend in Against Method as "brilliant" and " . . . a partial antidote against the view which I try to defend" (1975, p. 61, fn. 17), this paper, peppered with illustrative examples from the history of science, brings to the fore some of Heinz Post's central concerns: the heuristic criteria used by scientists in constructing their theories, the intertheoretic relationships which these criteria reflect and, in particular, the nature of the correspondence that holds between a theory and its predecessors (and its suc cessors). The appearance of this volume more than twenty years later is an indica tion of the fruitfulness of Post's contribution: philosophers of science continue to explore the issues raised in his 1971 paper. Many have argued against the claim that Plato posited the mathematical objects that are the subjects of Metaphysics M and N. This paper shifts the burden of proof onto these objectors to show that Plato did not posit these entities. It does so by making two claims: first, that Plato should posit the mathematical Intermediates because Forms and physical objects are ill suited in comparison to Intermediates to serve as the objects of mathematics; second, that their utility, combined with Aristotle’s (...) commentary on Plato’s posit of Intermediates, provides good reason to conclude that Plato did posit them. Utviklingen innenfor informasjons- og kommunikasjonsteknologi har gitt opphav til en type etisk-politisk utfordring som gjerne kalles digital ulikhet. Tradisjonelt har det dreid seg om sosiale ulikheter i tilgangen til IKT på individnivå. Nyere forskning på området er mer opptatt av bruk og dermed av tilbudet av aktiviteter og tjenester gjennom Internett. I denne artikkelen ser vi på hvordan det kan oppstå geografisk digital ulikhet som følge av at norske kommuner tilbyr digitale tjenester – herunder informasjon og ressurser for lokalpolitisk deltakelse (...) – i svært forskjellig omfang. Det betyr at kommunene står overfor etisk-politiske utfordringer knyttet til digital ulikhet som følge av deres strategier for bruk av hjemmesider, og for digital utvikling av kommunen mer generelt. Selv om det er få kommuner som tilbyr særlig mye når det gjelder lokalpolitisk deltakelse, er ulikhetene i tilbudet av informasjon og digitale tjenester betydelige. I tillegg bidrar velutviklede hjemmesider til å gjøre kommunen mer gjennomsiktig og lettere tilgjengelig, noe vi antar er en fordel for innbyggerne. From social to geographical digital dividesThe development of information and communication technologies has raised a kind of ethical–political challenge usually referred to as a digital divide. Traditionally, this has fomented concerns about social inequalities with respect to individual access to ICT. More recent scholarship argues the need to be more focused on use rather than access; accordingly, also on the supply of activities and services through internet. In this article, we study how geographical digital divides may appear as a consequence of the fact that Norwegian local governments supply digital services – including information and resources for local political participation – to quite a different extent. This means that local governments face ethical–political challenges related to digital divides as a consequence of their strategies for the development of home pages and for digital development of local government services more generally. Even though only a few local governments offer much with regard to local political participation, the inequalities with respect to the supply of information and digital services are considerable. In addition, apparently, well–developed home pages make the local government more transparent and more accessible. We believe this to be of advantage to local citizens. The analysis is based on a quantitative content analysis of all Norwegian local governments and a qualitative content analysis of the home pages of 10 local governments. (shrink)

The beginnings of Hegel’s interest in “logic” as a branch of philosophy are somewhat obscure. In a lecture of 1830 Schelling claimed that Hegel first began to attend to the subject only because “his friends at the University” suggested that it was a good topic for his lectures because it was being neglected. Schelling’s object by then was evidently to suggest that Hegel’s “logic” had always been a superficial pretense. But Hegel was alive to contradict him. So I think his (...) statement of the facts must be right as far as it goes. I do not therefore believe that Hegel came to Jena with any “logical” manuscripts. In my view, it was Schelling himself—especially in his System of Transcendental Idealism —who sparked Hegel’s interest in the subject. (shrink)
